the information of this Commandery the returns of Piracies on the High Seas and Robberies in Chinese Waters that have taken place since the 1st January 1870 up to the present date.

To this I have appended a précis of

Inspector Bate's reports, a sketch of Mirs Bay and the Neighbourhood of Samy King, and statements of the junks

usually employed in making piratical attacks.

It is impossible by a mere analysis

of

the reports entered in the Piracy Book to obtain a proof as to the existence of an organised system of

piracy.
